For the 450mm Handrinse Basin, there is an optional semi-pedestal. Is the bottom of this semi-pedestal closed or open?

The Med Basin does not have an overflow, whereas the Handrinse basin does. The reason for this is to allow access for disabled people, wheelchairs and frames etc. If you wanted to have the Med Basin, the Semi pedestal would fit. However, the Handrinse Basin would create the same effect.
