The taphole size for the Duravit basin is 35mm, which should be the standard size for any tap.

Our plumber has asked me to check whether or not this sink (Duravit Starck 3 White Corner Hand Rinse Basin with Overflow) is supplied with fixing brackets, waste and plug. I see fixing hooks mentioned, but I am unclear if I would need to order additional items to provide waste and plug.

Yes, the fixing hooks mentioned are included with the basin, but the basin is not supplied with waste/plug. The waste/plug hole is a standard size, so you can use any you prefer.
