Does this have to be recessed into the floor, or can it sit on top of floor tiles?

With the Superplan model 431, the fall of the tray (depth at the greatest point) exceeds the tray's rim, so it is impossible to install it straight onto the floor.

MFC CODE: 434200010001 Is it possible to install without the optional foot frame? What benefit does the frame add? The frame mentioned states size is 1500x1800 while the tray size is 100x1500?

Foot unit provides greater stability to the shower tray and adding floor fastener will help adapt the tray in a certain installation situation. This unit comes with aluminium connecting profile that can be cut to a smaller size as and where required.
