The blue part simply turns by ¼ turn and pops out, unclips and gets replaced with a new part as shown in the spare parts attached. Please view the video link, sorry for the advert before the video

You can increase water flow into the cistern by removing the restrictor inside the flush valve's tail. Tweezers or long nose pliers can remove this.
Kevin Asked :Hi there, is it possible to change a seal in the inlet valve on a Geberit filling valve, type 360, for a ceramic cistern? It is seeping when the cistern has refilled after a flush, then eventually runs down the overflow. It is positioned above the float just under a blue piece on the top. Or would it be advisable to change the whole unit?
Answered By Andrew It is only the rubber washer in the assembly that needs changed - not the whole assembly.
Answered By Neal Hi. I don't think it is possible to change the seal. I recently changed the unit - it took just 10 minutes and worked perfectly.
